Koop helped to shift the debate over the health risks of smoking, and to provide the anti-smoking movement in the United States with new scientific and moral underpinnings, by stressing that smoking affected not just the health of the smoker, but of the bystander. Koop called for systematic scientific study of the health consequences of second-hand smoke especially on women and children, those most likely to be subjected to long-term exposure.
