Abstract:
In this speech, delivered at Gallaudet College [now, Gallaudet University], Koop expressed his faith in the "transcendent American ethos" of equality of opportunity and of opposition to discrimination, an ethos that, he urged, should underlie the employment of persons with disabilities as well. New medical techniques, several of which Koop pioneered as a pediatric surgeon, enabled children to survive congenital birth defects that once would have been fatal. However, these children often were left disabled and securing educational and employment opportunities for them was one of Koop's life-long concerns.
