With this speech, Koop launched his public campaign for "A Smoke-Free Society by the Year 2000," a campaign not just to convince smokers to stop smoking for the sake of their health, but to enlist non-smokers and to urge them to assert their right to breathe smoke-free air. Koop also called for an anti-smoking school curriculum for every grade. The occasion for his speech was the 20th anniversary of U.S. Surgeon General Luther L. Terry's initial Report on Smoking and Health, issued in 1964.
