In this speech, Koop reviewed the main issues that shaped his first three years in office as U.S. Surgeon General, namely discrimination against persons with disabilities and against the elderly, abortion, home care for Americans with long-term health needs, organ transplantation, and the right of newborns with birth defects to medical treatment.
