Abstract:
The first paragraph, in which Koop emphasizes that he, unlike other high-ranking officials in the Department of Health and Human Services, had extensive personal experience with the implementation of federal health policy from more than thirty years as a pediatric surgeon, was left out of the final draft of the memorandum.
