Warning that "violence in American public and private life has indeed assumed the proportions of an epidemic," Koop sought to treat violence as a problem of public health, not just one of law, criminology, or psychology. He wanted to apply epidemiological methods to the study of the causes and propagation of violence, an approach first pursued by U.S. Surgeon General Jesse Steinfeld in 1969. Following Steinfeld, Koop proposed that one widespread cause of violence was violent images on television and in other media.
