As life-expectancy in the United States increased while the birth rate decreased, Koop sought to make the aging of the American population and the provision of health services to the elderly a major concern of public health officials, both to anticipate the mounting cost of caring for an aging population and to change notions of the elderly as feeble, passive, and unproductive.
