Six months before his nomination as U.S. Surgeon General, Koop in this speech expressed his abiding fear that a growing cultural emphasis on physical perfection would prompt an increasing number of parents to decide to withhold surgical treatment from children born with congenital defects. In 1982, Koop became involved in this issue in his official role as Surgeon General during the "Baby Doe" controversy.
