Varmus et al., writing on behalf of the American Society for Cell Biology, encouraged Clinton to veto H.R. 1795, which would create a National Institute of Biomedical Imaging and Biomedical Engineering, arguing that the bill didn't enjoy due process, would result in inefficiencies at NIH, was based on false premises, and would undermine integration of science and medicine. (Clinton signed the bill despite their objections.) Varmus objected to this new entity for the same reasons he opposed the creation of the NCCAM during his last year at NIH.
