Varmus and Paul Berg both testified at this hearing, to discourage support for Senator Sam Brownback's bill, which would criminalize scientists, doctors, and patients who pursue any of the parts of cloning technology, even when there is no intention of creating a cloned human being. A competing bill, sponsored by Orrin Hatch, Dianne Feinstein, Arlen Specter, et al., would prohibit human cloning but "protect important areas of medical research, including stem cell research."
