In this testimony, Varmus briefed the committee on stem cells, what they do, why they're special, and why the development of human stem cell lines is exciting news, especially the potential use in treating/replacing damaged tissue. He also described the role of embryos in deriving such cells, and noted that Thomson's work was not supported by NIH funds. He also acknowledged the ethical implications of such work.
