The Comprehensive Unit-based Safety Program (CUSP) works to establish a safety climate through the establishment of a unit-based culture of safety. The second progress report on the national On the CUSP: Stop Blood Stream Infection project states that the pre- and post-CUSP implementation safety culture survey showed little change upon comparison. Instead, CUSP's success has been measured by a surrogate outcome (infection rate). When central venous catheters are in use, safe culture is evident in direct measurement of compliance with best practices, as well as in device utilization ratio (DUR). The implementation of CUSP in cohort 2 in Pennsylvania units has resulted in improved compliance with best practices and an 8% decrease in DUR from baseline.
