Toward more effective use of research in state policymaking
This report sets out a conceptual framework to support effective use of health services research in state health policymaking. The four stages of the research and policymaking framework are: understanding the scope and extent of the problem; developing options; implementing a program or policy; and evaluating the program or policy. For each of these stages, the authors discuss practical lessons and communication strategies gleaned from interviews with researchers and policymakers. To illustrate the four stages, the report includes a case study of Massachusetts' groundbreaking health care reform legislation, under which low-income subsidies, employer assessments, and a health insurance clearinghouse are intended to expand health insurance coverage to all state residents.
