     ^[accompany this,  is the result of the la-
bours of a  special commission namqj. by  Gal.
G. Cosio, Minister of the Interior in accordance
with the wishes of the President of the Republic.
  The erection of this building in the near future.
will satisfy a social necesity, and provided as it will
be with all the requisites which experience, and
progress realised in other countries have advised,
means a social advance  of great importance.
  All the general points which are to  serve as
basis for this project were resolved by the com-
mission after serious deliberations.
  This project which was made by the Engineer
D. Luis De la Barra is accompanied by a state-
ment, written by  the Specialists Doctor S.  Mo-
rales Pereira and  Antonio Romero, which treats
of the Scientific regulations in general.
  The project of the Asylum approved first by
the Commission has been accepted by the  Minis-
ter of the Interior, and soon the erection  of this
important building will  be a fact.
  The two copies of the  Plans which accompany

this, represent: The first, the General plan, and
the second, the front of the Edifice, which cons-
titutes the principal entrance to the Asylum, it
also shows a plan of the ground floor.
  The Insane Asylum will be for both sexes,
under one management, with its general sen ices
in commun, and composed of separate buildings,
surrounded by gardens and connected by passa-
ges properly covered, it will be made to accom-
modate 632 patients of both sexes, which accor-
ding to information and data, reaching as for back
as 20 years, is more  than sufficient for the pre-
sent.  For future improvements, the Asylum has
sufficient space in the grounds to erect more buil-
dings wh.911  the necessity is felt.
  The 632 patients will be distributed as follows

  The description of the general Plan is as fol-
lows:
  A,  Ground floor.— Director General's Office,
Administration, consulting and reception rooms.
  First floor.— Board  of  Directors,  Meeting
room and appartments of Director General.
  D—Recreation Hall, Library, Museum, ope-
rating room, Photography and Electroterapy.
  H—Department of General Services.
  N N}—Dining rooms for 3rd- class (free) pa-
tients, and annexes.
  O—Machine house, work shops, laundry and
electric plant.
      .S"—Water reservoirs.
      T— Amphitheater.
  B C—Classification and admission Building.

  It has been calculated that for the erection of
the  above named Buildings, besides the  ground
used for Parks and vegetable gardens the area
covered will be 150,000 square meters. If to this
area is added that  of the extensiva annexes,
belonging to the Asylum,  it  will be easy to  see
that the observations made by Geel and other emi-
nent Doctors  (specialists)  can  be  satisfactorilv
carried out.
  The situation of the grounds  accepted by  the
Minister of the Interior, is in accordance with
the  last prescriptions of science on the subject,
resolving all of them in the  most favorable  man-
ner.
  With these new Buildings dedicated to the  pu-
blic and due to the initiative of the Government
of Mexico it indicates another big step forward
which  like in all civilised countries is a practical
demonstration of their  culture and progress.

comision especial nombrada por el Sr. Gral. D.
Manuel Gonzalez Cosio,  Secretario de  Gober-
nacion, de  acuerdo con el .Sr. Presidente de la
Repiiblica.
   Laproxima construccion de este edificio ven-
dra a satisfacer una necesidad social, v  provis-
to como cstara de  todos los .requisites, que la
experience y los progresos  realizados en otras
naciones aconsejan, signifkara una mejora hu-
manitaria de verdadera importancia.
   En  el seno de  la comision  se  rcsolvieron.
despues de detenido estudio, todos los  puntos
generales que deberian  servir de base  para la
formacion del, proyccto,.  Este trabajo,  realiza-
do que fue  por el Ing. Luis  L. De la -Barra, se
acompano dc una exposicion escrita  por los Doc-
tores alienistas S. Morales Pereiray Antonio Ro-
mero, en la que se presentan los fundamentos
cientificos en que descansa el proyccto.
  Los pianos del Manicomio han sido discutidos
y aprobados primero por la Junta, mereciendo
despues ser aceptados por el Sr. Secretario de
Gobernacion. Pronto sera, pues, un hecho, laedi-
ficacion del  Edificio publico de que se trata.
  Las dos  copias de los pianos que se acompa-
nan, representan, la primera, el piano general 6
de conjunto, y la segunda, contienc la fachada del
Edificio de  la Direccion General, que constituye
 
la entrada principal del Manicomio, Con un pia-
no de su piso bajo.
  El  Manicomio sera mixto, cerrado, con sus
servicios generales comunes, Direccion unica, v
form-ado de pabellones aislados; rodeados de jar-
dines y  unidos entre si por corredores cubiertos
convenientcmente.  Sera capaz para contener en-
tre  los dos se.xos. hasta 632  dementes, numero
que, segun las estadisticas que a la vista se tu-
vieron y cjue abrazan un periodo de 20 afios, es
sobradamente amplio por ahora. Por lo demas,
el  Manicomio cuenta con terrenos adyacentes
suficientes para continual* la construccion de nue-
vos pabellones, segun el mismo piano adoptado
v a medida que  el  aumento de  enferyios lo re-
qui era.
  Estos 632  asilados se distribuiran asi:
  24  en los pabellones corrcspondientes a la i-
categoria.
  128 en los pabellones  correspondientes a la
2"  categoria,  y
  480 en los pabellones en los que la asistencia
sera complctamente gratuita.
  La descripcion del Piano general es la  si-
guiente:

  Se ha calculado que para la edificacion  de los
anteriores departamentos, y aparte de los  terre-
nos que se destinaran a  parques  y  terrenos de
labor para los asilados, se ocupara una extension
superficial de  150,000 metros  cuadrados.  Si a
esta  superficie de terreno se agrega la de los
amplios  anexos, con los que contara el Manico-
mio, se comprendera facilmente que se podran
plantear y verificar las observaciones preconiza-
das por Geel y otros eminentes alienistas.
  La situacion del  terreno en que  se ha fijado el
Sr.  Secretario  del  ramo, obedece a las ultimas
prescripciones  de la ciencia para el objeto,  resol-
viendolas todas de un modo favorable.
  Con las nuevas construcciones dedicadas a la
Ber^eficencia Publica y emprendidas por el  Go-
bierno de Mexico, se habra dado un paso que en
todos los paises civilizados es una demostracion
practica de  su  cultura y progreso.
